Phil Fraley joined Elkins Ray, PLLC, as counsel in July 2023. A Cincinnati Reds fan, Phil describes himself as the firm’s “utility player,” meaning his experience in multiple practice areas, and willingness to continue to expand on those areas means he can fill several roles at any given time. During his 20-plus year career, Phil has defended a variety of cases, including employment discrimination, product liability, auto injury, slip & fall, construction defect, trucking, professional liability and workers’ compensation. Phil is also an experienced insurance attorney and has represented several nationally known insurance carriers in coverage disputes and administrative matters before the West Virginia Office of the Insurance Commissioner.

- Defense verdict in a case alleging fraud in a real estate transaction in Wayne County, West Virginia;
- Summary judgment in Harrison County, West Virginia, in favor of an insurance carrier in a coverage dispute involving an Auto Dealer’s policy;
- Dismissal in two separate construction defect cases involving a multi-million dollar construction project is Pocahontas County, West Virginia;
- Dismissal in favor of a major auto parts retailer in a slip & fall case in Wayne County, Kentucky;
- Dismissal of a nationally known auto parts distributor in a wrongful death case in Knott County, Kentucky.
